What You're Actually Paying For

Four line items, and only one of them goes to your consultant. Contractors who budget for the consulting fee alone are the ones who get surprised.

1. The C3PAO assessment fee

Paid directly to your assessor, never to your consultant, because an organization is not permitted to both prepare and assess the same client. This is the line you cannot negotiate away, and at Level 2 on a prioritized contract it is unavoidable. Budget it separately from everything below.

2. Readiness and remediation consulting

Scoping, the NIST SP 800-171 gap assessment, the SSP and POA&M, evidence collection and assessment support. This is the Avantcert engagement quoted in the table above.

3. Technical remediation

The line nobody budgets. Multi-factor authentication, FIPS-validated encryption, logging and SIEM, endpoint controls, and often a re-architecture of where CUI actually sits. If your environment is far from the 110 controls, this can exceed the consulting fee — which is exactly why the gap assessment comes early.

4. Internal staff time

Your people answering evidence requests, sitting interviews, and changing how they work. It never appears on an invoice and it is never zero.

Cost by Company Size

Startup (5–50 employees), from $20,000. Usually a single-site environment with a small CUI footprint. The work is dominated by standing up controls that were never formalized rather than by scale.

Mid-Market (51–200 employees), around $55,000. The most common shape of DIB contractor. Multiple systems touch CUI, there is real remediation to do, and enclave design starts paying for itself immediately.

Large Enterprise (201–500 employees), up to $90,000. Multi-site or complex scope, several business units, and a supply chain with its own flow-down obligations under DFARS 252.204-7021.

Headcount is a proxy, not the driver. A 40-person engineering firm with CUI spread across every laptop can cost more to certify than a 300-person contractor with one hardened enclave.

The Three-Year Cost

CMMC Level 2 certification lasts three years, so the sticker price is not the whole number. Across a full cycle you should budget for the initial readiness engagement and C3PAO assessment in year one, annual affirmations in years two and three, continuous monitoring and evidence upkeep throughout, and reassessment at the end of year three.

The reassessment is cheaper than the first pass for contractors who kept their evidence current, and materially more expensive for those who let it lapse and effectively start again. Ongoing upkeep is the cheapest insurance in the programme.

Is CMMC Cost Allowable Under DFARS?

Generally yes — costs of implementing and assessing CMMC are usually treated as allowable indirect costs where they are reasonable, allocable, and not specifically excluded under FAR Part 31. That makes CMMC materially cheaper in practice than the invoice suggests.

How you actually recover them depends on your contract type and your accounting structure, so confirm the treatment with a DCAA-experienced accountant before you build a budget on it. We are consultants, not your accountants, and this is a question worth asking properly.

How to Reduce the Cost Without Shrinking Your Eligibility

Design a CUI enclave. The single biggest lever available. Put controlled data in one tightly scoped environment instead of letting it spread across your whole network, and you reduce the controls in scope, the remediation bill, and the assessment itself. This is stage one of our engagement precisely because it pays for itself.

Assess before you remediate. Contractors who buy tools first and scope second routinely pay for controls that were never in scope.

Close high-weighted controls early. A limited number of lower-weighted controls can sit on a POA&M at assessment time, but high-weighted ones like multi-factor authentication generally cannot. Discovering that late means rescheduling a C3PAO, which is the most expensive delay available.

Do not confuse cheap with scoped. A quote far below the ranges on this page usually means the assessment boundary has not been established yet, and the number will move.
